Last updated: 2020-02-09 10:27The Chief Secretary for Administration Zhang Jianzong (9th) wrote in a blog that the compulsory quarantine measures are aimed at further reducing the cross-border flow of people in Hong Kong and the Mainland and reducing the risk of further spread of the epidemic. He called on those in isolation at home to abide by the law, "fully cooperate and self-discipline, be yourself, and fight against the epidemic."
He also pointed out that he had noticed rumors spread maliciously, and said that rumors must be fully combated like viruses, and urged the public not to be trusted and to avoid being misled.
Zhang Jianzong said that people who have undergone compulsory quarantine have no symptoms and are not close contacts of those diagnosed. They are relatively low-risk and the public need not worry too much. He also said that although the government does not restrict family members of people subject to compulsory quarantine, compulsory home quarantine must also be carried out for 14 days, but they take a daily temperature measurement, and those with symptoms immediately contact the Department of Health.

Call for enforced segregation
Regarding the quarantine measures, Zhang Jianzong said that the Department of Health will arrange for staff to call the quarantine daily to keep in touch, and will also arrange surprise door-to-door inspections. The Department of Health will use the "real-time location sharing function" of the communication software to confirm that the quarantine remains at the place of declaration for quarantine. He called for quarantine at home to abide by the law, fully cooperate and self-discipline in accordance with social consciousness and civic responsibility, "to be oneself and to fight the epidemic with one heart."
Zhang also said that although compulsory quarantine arrangements for certain categories of people, including cross-border truck drivers, have been waived, the Department of Health will require them to undergo medical monitoring during their stay in Hong Kong, wear masks and take daily temperature measurements, and report to the Department of Health. It was also stated that on the first day after the implementation of the new measures, "good results were obtained", and the number of people entering from the Mainland fell sharply.

Reiterate normal food supply
Zhang Jianzong said that the prevention and control measures will not affect the freight transport between the Mainland and Hong Kong, and the government has communicated with major food suppliers, reiterating that the food is currently available and there is no shortage of goods. The main food categories, including rice and pasta, have sufficient stock. No need to worry. He said he noticed that malicious rumors were spreading, "I'm afraid that the world will not be chaotic." It is easy to cause public chaos and social panic. He believes that "rumors", like viruses, "should fight against them" and urges citizens not to trust rumors.
He also said that the government attaches great importance to every medical staff and will fully support their needs, including making every effort to purchase protective materials worldwide, giving priority to medical staff. Zhang Jianzong acknowledged that, before the epidemic occurred in Hong Kong, last year, under the complex and volatile external environment, coupled with social unrest and violent damage, the economy and society were severely damaged. Now it is worsening and further hitting Hong Kong's economy and the entire society. He pointed out that the business environment is unlikely to improve in the short term. It is expected that there may be a wave of closures in Hong Kong in the future and the unemployment rate will rise. The government will set up an epidemic prevention and anti-epidemic fund and formulate plans to provide assistance to the community as soon as possible. The multiple rounds of relief measures introduced earlier will be extended if necessary.
