With regard to the government ’s 10 billion yuan anti-epidemic fund, the DAB met with the Chief Executive Officer Chen Guoji this morning and made 14 suggestions, including supporting the restaurant industry, cross-border transportation industry, and issuing additional allowances to medical staff. The DAB also requires the government to provide Correctional Services Department CSI masks to frontline cleaners and vulnerable elders, and requires the authorities to regulate the supply and price of masks. Li Huiqiong said that in addition to the anti-epidemic fund, they also demanded that the government be anxious to the public and emphasize that during the epidemic prevention phase, the supply of masks should not be handled by the free market and should be regulated by legislation. She also pointed out that the DAB had been purchasing epidemic prevention materials such as masks around the world, and had previously distributed to vulnerable people. However, Li Huiqiong believes that if the epidemic continues, the production of masks will sooner or later be resolved in Hong Kong, and urges the government to increase its assistance.

Li Huiqiong believes that the government's work in this area has been slow to respond to the business community's intention to introduce production lines locally. For example, she pointed out that she had previously referred two manufacturers to the government for help, but the response from the government was not good, but she believed that the government's response to local production has improved recently.

The Democratic Alliance for the Betterment of the People's Republic of China (DAB) Ge Minfan added that some businesses wanted to import machines for producing masks from other places, but encountered difficulties. It is believed that assisting machines to enter the country is also a government action. She also said that in addition to the difficulty of entering the production line, there are certain difficulties in finding local pollution-free factories and procurement of raw materials.

Suggest to consider using "Reserved Goods Ordinance" to prevent speculation masks

Zhou Haoding said that the DAB has repeatedly asked the authorities to properly regulate masks with legal measures to prevent speculation, and suggested that the "Regulations on Reserve Commodities" be considered. He also pointed out that it must be done as long as any legal measures are feasible. If the government continues to do nothing about the masks, it will attract huge public grievances. Regarding the mask reserves of the Hong Kong Government, he hopes that the Hong Kong Government will take part to supply front-line cleaning workers and the elderly and the weak.

The DAB also requires the government to make good use of the anti-epidemic fund to support the restaurant industry and cross-border transportation industry that have been most affected by the epidemic recently. A member of the party, Chen Hengzheng, said that kindergartens could not be operated because of the suspension of classes recently, but the tuition fees paid by parents could not be refunded. If the kindergartens had no tuition fees, it would be difficult to operate. He also mentioned that the operation of cross-border buses had been completely stopped recently, but the operators still continued to pay monthly bus fees, hoping that the Epidemic Prevention Fund would help in these areas. He said he felt the government was positive.

Ge Yifan said that he hoped that when the funding for the anti-epidemic fund is submitted to the Legislative Council later, it can be handled in a special way and passed in the Legislative Council as soon as possible and distributed to the public. The DAB also requires the authorities to make every effort to assist Hong Kong people living overseas, such as Hong Kong people currently stranded in Hubei, Guangdong and other mainland Chinese.

Request EDB to encourage teachers to extend online teaching to secondary schools

In addition, the Education Bureau announced today that it would not resume classes before March 16 in response to the epidemic. Member of the Legislative Council of the Democratic Alliance for the Betterment of Hong Kong (DAB), Zheng Yongshun, pointed out that the two-month vacation of students poses problems for parents to take care of their children and the lack of education of the students themselves. He asked the Education Bureau to know how much teaching support was provided to students by the schools, as the measures vary from school to school. He also asked the Education Bureau to consider encouraging teachers to use online teaching methods to extend to secondary schools.

Ge Yifan asked the Education Bureau to assist schools that did not have online teaching to provide diversified online teaching. She also urged the government to assist parents in purchasing children's masks, and to help parents avoid certain incidental expenses and support school bus suppliers who could not receive the money.
