[Wuhan pneumonia] Absconding man arrested for return to Hong Kong yesterday

A compulsory quarantine order was implemented in Hong Kong last Saturday to prevent the spread of Wuhan pneumonia. A man accused of theft and possession of counterfeit banknotes absconded last year and absent from the court hearing. The court issued an arrest warrant. The man was arrested yesterday when he returned to Hong Kong via Shenzhen Bay. He should have been detained to Fanling Magistracy today (14th), but was temporarily detained at Tianshuiwei Police Station because of quarantine restrictions. Magistrate Huang Guohui adjourned the case until the 28th of this month, and waited for the defendant to complete isolation on the 14th. During the period, the defendant was placed under the custody of a correctional officer and was sent to a hospital for isolation.

The defendant, Chen Yong, was a Hong Kong citizen who was suspected of stealing ATM cards and possessing counterfeit banknotes. He had to answer on April 16 last year, but he did not appear that day. The court issued an arrest warrant, and the defendant was arrested yesterday at the Shenzhen Bay crossing.

The case was handled in Fanling Court today, but because the defendant Chen Yong was restricted by a quarantine order, he was not brought to court.

The prosecution said in court that the quarantine order restricted the defendant's approval of the Deputy Director of Health every time he moved, so he stayed at the Tianshuiwei Police Station temporarily and did not bring him to court. The prosecution asked the court if the defendant is still awaiting hearing, and should be taken to the police or the Correctional Services Department. If placed in police custody, the accused will be sent to an isolation camp, which will take the accused to a hospital.

The magistrate said that under normal circumstances, the defendant would be placed in the custody of the corrections, and the case would be postponed for two weeks, that is, the defendant would be re-examined in the West Kowloon Magistracy after the isolation.

The compulsory quarantine order stipulates that all persons entering from the Mainland must be separated from their homes at their self-declared residence for 14 days. However, the defendant had a case and was not allowed to be released on bail.
