The Government will review the transfer of real estate between the Nation and the City during the Macri administration

The Government ordered to review the transfer of real estate between the Nation and the City of Buenos Aires during the administration of Mauricio Macri. In addition, he repealed an article that allowed "giving in payment" those goods to cancel debts or financial assistance, according to two decrees published Monday in the Official Gazette.

At the end of January, the head of the State Property Administration Agency had denounced the transfer of 31 properties from the Nation to the City for almost 16,000 million pesos.

Martín Cosentino pointed out that 31 properties of Colegiales, Retiro and Palermo - among other neighborhoods - had been transferred to "real estate speculation", and referred to "discretion" in these operations.

This Monday, the entity decided to investigate how these transfers were made.

Decree 149/2020 instructs the State Property Administration to review the legality of the "disposition, assignment, transfer, transfer, disinfection, assignment in use or payment in payment" of properties of the National State within 60 days the city. The measure focuses on the period between December 10, 2015 and December 10, 2019 , that is, the four years that Macri was in the Casa Rosada.

The objective of this review is to find "vices" that may imply the nullity of these transfers.

In addition, through decree 145/2020, it repealed a modification introduced in October 2019 at the State Property Administration Agency. This change meant the possibility of "paying" real estate "uninfected of use, declared unnecessary and / or without destination" to the provinces or the City, to cancel debts, face financial financial assistance and extinguish financial obligations.

According to the text, this modification "denatured" the role of the State Property Administration and violated "elementary rules on competition."

In addition, he describes it as "more burdensome and reprehensible" when the measure was adopted the day after Macri lost in the general election to the Alberto Fernández-Cristina Kirchner formula.

He also warns that, although it could be executed with any province, it was only implemented "in favor of the City of Buenos Aires". And he points out that the "Rule of end of mandate" would have been violated, by putting that possibility into practice during the last two quarters of the year of end of term.
