The meeting of Sánchez and Casado confirms the blockade in the renewal of constitutional bodies

The Government accuses the PP of using hostage institutions to impose its policy

The blockade for the formation of Government was left behind, but it remains strongly installed in the renovation of the constitutional bodies that require the approval of the PP. The meeting held on Monday in La Moncloa Pedro Sánchez and Pablo Casado has confirmed that blockade and concluded without any progress in the essential agreements between the Government and the opposition to renew these key institutions.

The Government and the PP have been accused in very hard terms of being responsible for the blockade. The Executive has even said that the opposition leader is trying to use key institutions such as the General Council of the Judiciary to "impose his economic policy or on Catalonia." This was said by María Jesús Montero, the spokeswoman, because at the meeting Casado demanded Sánchez to cancel the table between governments that he plans to deal with the Catalan crisis, to undo the appointment of Dolores Delgado as general prosecutor or to resign from any rise in taxes or any change in the labor reform.

"The PP is still installed in the blockade strategy. Either things are done as requested by the PP or they refuse to collaborate. This is what they also say in Budgets. When the PP assumes that the citizens have put him in the opposition he will find this Government with the outstretched hand, "insisted the spokeswoman for the Executive.

For his part, Pablo Casado has asked the President of the Government to reverse almost all the initiatives of his first days in the presidency. "I have proposed to Sánchez that we move forward to achieve order and coexistence in Catalonia with the typification of the illegal referendum, fighting indoctrination, avoiding public propaganda," said the leader of the PP.

Casado maintains that he has offered Sánchez "a commitment to Spain". But for that agreement it has put conditions that would mean renouncing the central elements of the PSOE policy and breaking the pact with United We Can. Among them, he demands that he break with ERC, not raise taxes and not modify the labor reform. "The ball is on the roof of Sanchez, he can choose between those who want to impoverish the Spaniards or try to reach agreements with those who propose a commitment to Spain," said the leader of the opposition.

After the failure of this meeting, sources of the Executive state the impossibility of being able to renew the General Council of the Judiciary and the rest of the institutions that are pending such as RTVE, the Court of Auditors or the Ombudsman. In fact there has not even been an occasion at the meeting to start talking about names or possible installments of quotas, because from the first moment it has become clear that Casado would not advance if there was no complete rectification of Sanchez's policy, say sources of the Executive . During the meeting, the diagnosis of the situation in Catalonia, the economy and the relationship between Spain and Venezuela have also been analyzed.

Where there seems to be some more room for negotiation is in substantive issues such as pensions - this week the Toledo Pact meets - some educational reforms or regional financing. The meeting has not closed absolutely nothing but both have given names of possible negotiators of the two parties to try to find an agreement on issues that affect the two parties of the Government of Spain, which not only alternate in power in La Moncloa but they control the vast majority of communities and municipalities.

The Government has assured that this appointment has responded to the president's interest in trying to reach agreements with the opposition leader. Sanchez said this Saturday in the federal committee of the PSOE: "A strong democracy is one that dialogues. There is no one left over here. Not even the opposition, starting with the Popular Party, to whom we reach out again to join the dialogue social and territorial, "said the president. However, Casado has reproached that in that same act there were very hard words against the opposition, which for him was a very negative way to prepare the environment for the meeting. The leader of the PP has also complained that Sanchez, for the first time in democracy, has not informed the opposition of who was going to lead the CNI before it was public. Casado has communicated to Sanchez his concern about “the institutional degradation” of the Coalition Government, and has cited in particular the case of Delgado.

The last time both leaders met was on September 12. At that time, Sanchez was not yet president and summoned Casado in Congress to try to get his support for the investiture. The result was the image of a disagreement that lasted a little more than half an hour and from which they came even further apart. This time the meeting lasted an hour and a half and the tone was cordial, according to Casado, who even spoke of the "good personal relationship" between the two leaders, but from a political point of view the appointment was a resounding failure.
