2020-02-18T10:05:49.154Z

The outbreak of pneumonia in Wuhan caused by the new coronavirus continues. The Tsuen Wan District Council held the first special meeting today (18th) to discuss the impact of the epidemic on the community in Tsuen Wan and related work. However, the Civil Affairs Office refused to provide venues and secretarial services on the grounds of the epidemic. The final meeting was held in the open space off the first floor of the multi-storey car park building in Tsuen Wan. Democratic District Councillor Lai Wenhui strongly condemned the Civil Affairs Commissioner for refusing to provide the venue, threatened not to exclude complaints from the Office of the Ombudsman, and to report to the ICAC the misconduct of the other public official. Members of the Tsuen Wan District were also dissatisfied with the government's decision to requisition the Tsuen Wan Tso Kung Tam Outdoor Recreation Centre and Mrs. Wu Ruoyu's General Outpatient Clinic without criticizing the government for disregarding the views of the District Councils.

Members of designated clinics near Lei Muk Shue Village worry about public safety

The Tsuen Wan District Council held a special meeting today to discuss the response to the pneumonia epidemic in Wuhan. However, Ye Jinjing, Commissioner of the Tsuen Wan District Administration, refused to provide venues and secretarial services. The District Council transferred its position to the meeting place of the Tsuen Wan Civil Affairs Office. District councillors discussed six key issues, including opposition to the requisition of Tso Kung Tam Outdoor Recreation Centre in Tsuen Wan as an isolation facility, and assistance to businesses and residents affected by the economic downturn in the epidemic.

Regarding Mrs. Wu Ruoyu's general outpatient clinic near Lei Muk Shue Village, it was listed as a designated clinic. The New Democracy League Tan Kaibang questioned whether there was a practical need and thought that if the public felt unwell, they could go to the emergency department for treatment, and only the emergency department had adequate equipment. Suspected cases are tested. Citizen Party Lu Lingzhong quoted the Food and Health Bureau's response that the HA had designated clinics in the 7 hospitals' network. The challenge was to imply that there were no objections in other districts.

Democratic Party Lai Wenhui pointed out that the clinic is a maternal and child health center upstairs, worried that it would pose a threat to the citizens in and out, and rebuked the situation because the government refused to close customs and criticized Lin Zheng for being tolerant, but why do the citizens want to be tolerant? Neighbouring Lei Muk Shue Village with improper government policies.

Approved without notice to District Council Tso Kung Tam as quarantine centre

Regarding the Tsuen Wan Caogongtan Outdoor Recreation Center being converted to a compulsory isolation and quarantine center, Labor ’s Zhao Enlai pointed to the government ’s instability, originally saying that the interior of Cao Gongtan was centrally air-conditioned and shared bathrooms were used. Because of the risk of cross infection, it would not be considered for isolation. Without notice to the district council, the quarantined person was suddenly arranged to move in, and the detailed operation in the camp was not explained. Government officials have not yet explained to the district council.

"Everybody discusses politics" Liu Zhaoxuan pointed out that if the government explained clearly and eliminated the panic among the people, the society would not necessarily oppose the establishment of the isolation camp, but the government ignored the process justice of the district council as an advisory structure and did not respect the citizens' right to know. The New Democratic Alliance Pan Langcong pointed out that although Cao Gongtan had also been used as a quarantine during the SARS period, the number of dwellings near SARS increased, but the government did not take the safety of the citizens into account.

The District Council then discussed three motions at the meeting, including the proposal by the Citizen Party, Huang Jiahua, against the establishment of a quarantine center and a designated clinic in Tsuen Wan; Lu Lingzhong proposed that the government should send 10,000 yuan to the public to respond to the epidemic and complete it within one month; And Tan Kaibang proposed that before the Disney land is requisitioned as a quarantine center, consult with the Tsuen Wan District Council, which belongs to Sunny Bay. All three motions were passed unanimously.
