The Hong Kong Institute of Public Opinion released last week a special investigation into a new type of coronavirus pneumonia (commonly known as "Wuhan pneumonia"). The survey used small communities such as housing estates and housing estates as analysis units to visit the "Hong Kong Citizen Representative Group" (ie, citizens randomly interviewed by telephone, hereinafter referred to as the representative group) and "Hong Kong Citizen Self-organization Group" (ie online recruitment Participants (hereinafter referred to as self-organizing groups) members, understand the opinions of the 12-year-old and above citizens on the epidemic and government measures.

Consistent with the main tone of public opinion in the workshop, the survey generally reflected the public's fear of pneumonia and the government's epidemic prevention work. It is worth noting that the survey data showed that as the investigators' age increased, they were worried that the level of Wuhan pneumonia infection would gradually decrease. The survey shows that the highest proportion of respondents aged 12-29 are very worried and moderately worried; while those aged 30-39 are mainly moderately and slightly worried; and those over 40 are mainly slightly worried. This may be related to the earlier access of young people to relevant information on the Internet and the wider access to information.

Government can promote epidemic prevention

However, epidemic prevention requires the participation of the entire population to be effective, not just for young people. Therefore, one young citizen should communicate more with his parents and elders at home, and the other government should clarify the key propaganda targets for the relevant epidemic prevention information, and choose a more appropriate information distribution channel according to the age of the target.

Many people have criticized the government for its ineffective epidemic prevention, which has led to a shortage of masks. (Government Information Service)

There have been complaints about the government's ineffective epidemic prevention measures. The interview data undoubtedly embodies this dissatisfaction so that the government can find out. Data show that only 7% and 8% of the respondents in both groups expressed satisfaction with the government's epidemic prevention measures, while 76% and 84% expressed dissatisfaction. Citizen dissatisfaction with the government can be divided into two parts, one is inaction and the other is not listening to public opinion. In addition to the above, the government has not conducted relevant investigations of the epidemic situation information, and has clearly clarified the focus of publicity. The government has also criticized people in other aspects. For example, compared to Taiwan and Macau ’s rapid response to stable mask supply, the delay and rigidity of the Hong Kong government has made mask purchase failures, leading to a survey that shows that less than 50% of all age groups have masks for more than one month Stock. Among them, nearly 30% of the population is under three weeks. The inaction of the Hong Kong government in the early stages has caused the people of Hong Kong to fall into a mask shortage and has increased panic about the epidemic.

For another example, the survey showed that more than 70% of the respondents in both groups agreed with the comprehensive closure to prevent the introduction of Wuhan pneumonia. Even with the introduction of pneumonia in Wuhan and the emergence of more local infections in Hong Kong, 66% and 72% of the two groups, respectively, still believe that the current implementation of customs clearance still makes sense. And Lin Zheng refused the opinions of the majority from start to finish, and naturally the people were full of grievances. This is not to say that the government must obey the opinions of the majority unconditionally, but that the government must pay attention to and communicate the opinions of the majority. However, Lin Zheng failed to effectively alleviate the doubts of the people and to evade or even distort the citizens' demands. As a result, he lost his ability to lead public opinion and greatly reduced the authority of future epidemic prevention.

The epidemic prevention work road is still far away

The heights of the home temples worry about their people, and the distance of the rivers and lakes worry about their kings. In the prevention of pneumonia in Wuhan, Lin Zhengli, who lives high in the temple, couldn't catch it, and the epidemic prevention of the society fell on the business and social groups far away. After Lin Zhengyue's mask bidding failed, many groups brought medical supplies to the society. Hong Kong Zhongzhi purchased 100,000 masks from the United States earlier, and announced on the 17th that it has purchased 1.2 million masks to arrive in Hong Kong. After donating HK $ 100 million to support medical care in Wuhan, the Li Ka-shing Foundation searched for masks and protective supplies around the world, and also distributed a total of 250,000 masks to 13 social welfare institutions and 6 elderly homes on the 17th, according to the overall planning of the Hospital Authority Protective clothing and masks are sent to the front line of medical care.

Does Lin Zheng want to let the government fail and the people help themselves? Zhong Nanshan said that pneumonia may last until April, and some scholars at Gottingen University in Germany used the "SIR model" to simulate the epidemic situation or spread to at least May. In other words, more than half of Hong Kong residents still have gaps in their masks for at least one to two months. Therefore, Lin Zheng must seize this opportunity and try his best to resolve the loopholes in epidemic prevention, including the lack of masks, and rebuild credibility.
