Pensions: Minister of Health Olivier Véran does not rule out recourse to 49-3

2020-02-18T10:48:18.006Z

According to the former rapporteur for the organic law on pension reform, 49-3 is not "the option we want to consider".

Will the government use 49-3 to have its pension reform adopted at the Palais Bourbon? This is not yet "the option considered", according to the new Minister of Health Olivier Véran, who took the place of Agnes Buzyn in this post on Sunday. In an interview with France Inter Tuesday, the former deputy did not rule out that such a scenario would occur.

“I wish that we have the debate in Parliament […]. Now you have before us a desire for parliamentary obstruction from a handful of deputies who are tabling 40,000 amendments, ”said Olivier Véran.

For the former rapporteur for the organic pension bill, "while we could have a quality debate, voice our disagreements and vote - that's how democracy is - we have a battle that is fought to keep us from speaking, debating, saying. It doesn't sound healthy to me in a democracy. ”

More than 20,000 amendments for La France insoumise

"Now they are empowered to do so, we are empowered to use all means to adopt this pension reform", he continued, with particular reference to 49-3. Article 49 paragraph 3 of the Constitution allows the Prime Minister to engage the responsibility of the government before the National Assembly on a text of law. The bill is then considered to have been adopted without a vote, except a motion of censure voted by the Assembly.

The question of recourse to this method appears while the group La France insoumise assumes a tactic of parliamentary obstruction by having tabled more than 20,000 amendments for the debates in plenary session which started on Monday.

“To say that the 49-3 is on the table is to say that we would consider it as a credible option. This is not the option we want to consider, we want the debate to take place in the best conditions, continued Olivier Véran. We will see in a few days how quickly we can move forward and whether the debate is drowned out by the procedures of a few opposition members. "
