Fight against separatism: the vagueness remains on the teaching of "cultures of origin"

Jean-Michel Blanquer got into trouble with the former Minister of National Education Najat Vallaud-Belkacem over the Elco.


Exchanges of bursts, by media interposed between Jean-Michel Blanquer and his predecessor Rue de Grenelle, Najat Vallaud-Belkacem. Subject of the conflict? The “language and culture of origin” lessons, known as “Elco”, provided during extracurricular time, mainly in schools, by foreign speakers dispatched to France and paid by the countries concerned, within the framework of bilateral agreements signed in the 1970s.

Like the “detached” imams, these 1,000 or so speakers, from Turkey, Algeria, Morocco, Tunisia, Croatia, Serbia, Spain, Italy and Portugal, escape the radars of the 'State. Some are suspected of serving as vectors of Islamism. Starting with the 190 envoys from Turkey from Erdogan, who work with 12,500 students. "We do not have (...) control over the programs they teach," Emmanuel Macron pointed out in Mulhouse on Tuesday, referring to "more and more teachers who do not speak French" .
