Within the framework of the national project for administrative reform, the Ministry of Administrative Development is implementing for the third year in a row the leadership eligibility program in Damascus and a number of governorates, with the aim of supporting leadership elites and enhancing the capacities of occupants of jobs at the middle and senior management level.
The Capacity Building Section of the Leadership Center of the Ministry of Administrative Development is concerned with the implementation of this program, which targets incumbents of manager and above positions in the public sector, as it recently ended the first Damascus session for this year, which will be followed by the second Damascus session and five other courses in the provinces of “Aleppo, Homs, Hama, Lattakia and Tartous.”
On the nomination mechanism and who is entitled to follow this course between the head of the Capacity Building Department at the Leaders Center in the Ministry of Administrative Development Basil Zaina in a statement to SANA that the public authorities send lists of names of potential candidates to the Leadership Center of the Capacity Building Department where these lists are matched with a set of conditions Specified by decisions issued by the Ministry, after which the candidates will be tested for the personal ability of the candidates, then the successful ones will follow the training course, after which they will be subjected to another test in the content of this course and submit a research at the end before obtaining the advanced certificate in leadership competence.
According to Zina, training is underway on media appearance for those with advanced certification with leadership competence to enable them to clarify the image of citizens about the services provided by their public bodies when needed.
The overall program aims to support leadership elites, enhance their capabilities, and enable the right person to reach the right place and consists of 72 training hours on various topics including “organizational change and building structures, human resources management, motivation and evaluation methods, training and qualification, policy development and decision-making, strategic planning, effective communication, body language psychology, time management The priorities and meetings are administrative excellence, creative thinking, and methods of scientific research. These addresses are mentioned in a group of three training packages focused on performance management, strategic management and leadership skills.
The number of candidates to pursue the leadership eligibility program this year reached 360, of whom 255 were subjected to a personal ability test, and the test exceeded 227 candidates at the governorate level.
