From now on: Up to 6000 euros purchase premium for electric cars

If Germany wants to achieve its climate goals, more electric cars have to be on the road. Therefore, the federal government rewards the switch with more money. But in the end, purchase bonuses hardly worked.

Berlin (dpa) - If you buy an electric car, you can now get significantly more money from the state. Since Wednesday, new purchase premiums have been applied to more than 250 models - for purely electric vehicles and for plug-in hybrids.

Retroactive applications are also possible for vehicles that were registered after November 4, 2019.

The federal government had already decided on the higher funding in its climate protection program last September. The subsequent proceedings involving the EU Commission dragged on. Brussels had only given the green light last week. The guideline was published in the Federal Gazette on Tuesday and therefore entered into force on Wednesday.

The funding depends on the type of drive and the list price. Most money is available for battery-electric vehicles up to a list price of 40,000 euros. Here the grant increases from 4000 to 6000 euros. For cars with a list price of over 40,000 euros, the subsidy will in future be 5,000 euros (instead of 4,000), a quarter higher than before.

For plug-in hybrids under 40,000 euros, you get 4500 euros (instead of 3000); with a list price of more than 40,000 euros, buyers receive 3750 euros (instead of 3000).

According to the Ministry of Economic Affairs, the higher premium will cost a total of 4.18 billion euros with a term until 2025. How many cars would be funded depends on the application. Half of the industry participates in the so-called environmental bonus, the state pays the other half. However, the manufacturers often offset their contribution with discounts that they usually give anyway.

There has been a purchase premium for electric cars for more than three years, but it has so far not brought the desired success. There have been 174,969 applications since 2016, the ministry said. Around 245 million euros flowed - around two billion are still in the proposed pot. The industry association VDA now described the new startup as "an important milestone for the desired ramp-up of electromobility". Minister of Economic Affairs Peter Altmaier (CDU) also expects a boost.

In addition to the higher premium, it could also help to apply for money for young used electric cars for the first time. However, they must not have received government funding for the first purchase or as a company car. In addition, they must not have run more than 12 months or more than 15,000 kilometers. Then there is 5000 euros for used electric cars and 3750 euros for used hybrids.

The Federal Office of Economics and Export Control, which manages the money pot, published a list of eligible cars. These include 185 pure electric cars from 21 manufacturers and 93 hybrids from 14 manufacturers. For subsidies, plug-in hybrids may only emit a maximum of 50 grams of CO2 per kilometer or must be able to drive at least 40 kilometers purely electrically. The range requirements will be increased to 80 kilometers in the coming years.

It is important that more e-cars come onto the streets so that Germany can achieve its climate goals. By 2030, however, seven to ten million e-cars would be required for this, as can be seen from a "government charging infrastructure master plan".

The German government has already set goals for more electric cars, which it later collected again. By 2020, a million electric cars should already be on the streets by years ago. The government has long admitted that this goal has not been achieved. Around 220,000 electric vehicles were registered in August 2019.

Recently, new registrations have increased, but the breakthrough on the mass market has not yet been achieved. The share of electric cars and plug-in hybrids in new car registrations in Germany was 6.5 percent in January - more than twice as high as in the previous year, but still at a low level. In January, 8639 plug-in hybrids and 7492 all-electric cars were registered. For comparison: In total, the Federal Motor Transport Authority (KBA) in Flensburg noted 246,300 new car registrations this month.

The transport sector is particularly important for Germany to achieve the climate goals for 2030. However, many experts doubt that the measures adopted so far are sufficient. The CO2 emissions in this area have hardly decreased in recent years due to a higher volume of traffic.
