UNESCO, the United Nations Educational, Scientific and Cultural Organization, is sponsoring a special academic program in collaboration with Al-Najah University in Nablus, under which convicted terrorists receive prison sentences in Israeli prisons in the Human Rights course.

In August 2018, Al-Najah University posted on its official website that a ceremony was held for 61 "star" inmates in the Nafha prison, who had completed a course on international law and human rights. And why is he sitting in jail? Well, Abu Shahmad is one of the initiators of a suicide attack in 2002 in the Mahane Yehuda market in Jerusalem, where six people were murdered, and he serves no less than six life sentences for his actions. Another graduate of the course is another member of Abu Shahmad's squad called Moetaz Al-Haimuni of Hebron, who was convicted of his involvement in preparing the same attack in the market. In addition to training in human rights, during his imprisonment, Al-Himmuni succeeded in obtaining a high school diploma, completed a course in Arabic calligraphy, a painting course, and authored three literary works, according to an article on Radio Al Bald.

But that doesn't end: the course's facilitators, as stated in the diploma, are six terrorist prisoners, including Yasser Abu Bakr, responsible for the 2002 attack in Netanya, in which a 9-month-old citizen and a baby were murdered (sentenced to 115 years in prison in 2004 ).

The ceremony to conclude the course was held with the release of Khalid Al-Qarm, and it featured senior figures in the Palestinian Authority. The UNESCO program was launched in 1992 and includes more than 700 institutions in 116 countries.
