“Enarchy”: what exactly do we want to change?

TRIBUNE - To assess the recommendations of the Thiriez report devoted to the high civil service, it is first necessary to have clear ideas on what the French expect from the high civil service, observes the honorary prefect * Pierre Steinmetz.


Pierre Steinmetz is the former director general of the national gendarmerie, former director of the Prime Minister's office and former member of the Constitutional Council.

The report given to the Prime Minister by Frédéric Thiriez aims to address all of the problems of the senior French civil service. In order to assess the proposals made, it may be useful to refer to the objectives pursued.

With regard to recruitment, the objective should be the democratization of the senior civil service. Democratization, not diversification. Democratization means giving everyone a chance, a real chance, "according to their ability, and with no other distinction than (their) virtues and (their) talents". Diversification must be the result of democratization. It cannot be lastingly either an objective or a means, except to contravene the principle of equality in the name of which it is claimed to implement it.
