Seine-Saint-Denis: restaurant manager files complaint against police after filmed arrest

A restaurant manager in Pierrefitte (Seine-Saint-Denis) has filed a complaint for violence and forgery in public writing against the police after his hectic arrest for an inconvenient parking, captured by images contradicting the version of the officials, we have learned on Thursday February 20 from close sources.

The facts date back to November 24, 2019: around 7:15 p.m., a car was parked in double file at the “ Brooklyn House ” snack restaurant in Pierrefitte. On patrol, three BAC police officers from Stains decide to verbalize the offending driver, according to their testimony. The restaurant manager then leaves his establishment and indicates that the vehicle belongs to one of his customers.

According to the police version, the manager uttered insults and then " grabbed one of the collar ". The official pushes him away but the manager " catches him at the level of the coat ". One of the officers used his electric pulse pistol to arrest him.

The three police officers have filed a complaint against the manager of the restaurant who will be tried on March 9, 2021 for acts of violence and rebellion that he challenges.

In CCTV images of the restaurant viewed by AFP, a plainclothes policeman grabs the manager by the collar and tilts him while another official strikes him. A crowd of twenty people including children is formed. The police dispersed it with a disarming grenade.

The manager says he received an elbow to the left arch during his arrest, which earned him 7 days of ITT, according to documents consulted by AFP.

He also states that he was threatened with reprisals by the police if he lodged a complaint, which he nevertheless did on 27 November to the General Inspectorate of the National Police (IGPN) for violence. He filed another complaint Thursday in Bobigny court for forgery in public writing against the police, based on video surveillance images of the restaurant.

The establishment was closed since February 11 for " disturbing public order " by the prefect of Seine-Saint-Denis Georges-François Leclerc, for 90 days. A decree challenged before the administrative court of Montreuil which must rule on Friday, told AFP the lawyer of the manager Eric Plouvier. The video shows a provocation by the police officers which degenerates into police violence for a simple annoying parking.
