The government underwrites 480 million masks a year

The Epidemic Prevention and Anti-epidemic Fund proposes to provide funding for private organizations to set up local surgical mask production lines. The first production line of each plant can be funded up to 3 million yuan, and each additional production line in the same plant can receive up to 2 million yuan. Each production unit must produce at least 500,000 masks per month, and the funding limit for the entire plan is 20 production lines. The government promises to purchase a maximum of 2 million masks per month from each production unit and a maximum of 480 million masks from all production lines in a year. Assuming that each mask is priced at 3 yuan, the relevant expenditure is 1.44 billion yuan.

The leader of the Citizen Party, Yang Yueqiao, asked the government to explain how the masks underwritten by the government would be distributed and whether the masks would be distributed to the Hospital Authority and the frontline of medical care. Qiu Tenghua said that if the plan is to be fully implemented, the government and the Hospital Authority will need 8 million and 10 million masks per month, together with cleaners, non-political agencies and other 20 million masks.
