" The reduction in violence will start on February 22 and will last a week, " said Javed Faisal, director of the National Security Council of Afghanistan. This slowdown in fighting, if it is effective, should open the door to the signing of an agreement between Washington and the Taliban on the withdrawal of American troops from Afghanistan in exchange for security guarantees from the insurgents.
