The World Health Organization (WHO) called on all countries not to impose unnecessary entry restrictions on China due to the outbreak. A sharp increase in diagnoses in Italy

Italy was one of the first regions to impose restrictions on entry into China. The United States is also one of the early customs clearance countries. As early as February, all foreigners who had come to China within 14 days were banned from entering (with a few exceptions). However, the US Centers for Disease Control and Prevention (CDC) has recently stated that it cannot completely prevent the spread of the epidemic in the United States, and it is estimated that some patients who are considered to have the flu may actually have new pneumonia, and community transmission in the United States is not low.

Whether it is Italy or the United States, it is an example of disproving the "seal theory." There is still a "seal theory" that still tries to explain, but it is only to prevent tourists from China from being unable to ensure "absolute security", so all Chinese must be prevented from entering. However, there is no evidence that a person comes from China and refuses to enter because of his nationality. This may cause discrimination and violate the basics of a civilized society. Moreover, so far, no matter whether it is Japan, South Korea, Italy, etc., it is impossible to determine that "Patient Zero" is Chinese, so it is unscientific to propose that "seizure".

Increasingly, the evidence reflects the lack of rigor in the way in which "customs were closed" to prevent the epidemic.
