The funding program is effective immediately, and the municipal council unanimously approved it.

The administration worked out the noise action plan for the state roads in Grünwald in cooperation with the engineering office Möhler und Partner from Munich. The increase in traffic has therefore created a greater burden on local residents, which sometimes no longer allows healthy living conditions. The municipality provides funding for the construction of active and passive noise protection measures. The construction committee decides whether funds are granted. The aim is to lower the noise level in all rooms worth protecting, there is no legal claim. Noise protection walls and walls, the installation of soundproof windows and balcony doors as well as ventilation systems are supported.

Achim Zeppenfeld (SPD) triggered a discussion with his question: On the night noise map, he asked himself why eligible houses on a special street seem to alternate seemingly arbitrarily with those that are not. "How do these small differences come about," he wanted to know. Christian Bews from the engineering office explained that there is a standardized, Germany-wide calculation method - the so-called RLS 90. It has existed for 30 years and is used for road traffic noise. For example, if there are reflections at one point, this fact is included in the calculation. This can mean that small differences can lead to a different assessment - with big effects, especially if you move close to the limit. Houses that exceed the area are shown in red on the noise map specially prepared by the engineering office.

Unfair treatment feared

Alexander Steininger (CSU) did not give up. He feared that property owners would be treated unfairly if all but one of a row of houses, such as shortly after the amusement park in Südliche Münchner Strasse, were eligible for funding. Oliver Schmidt (PBG) also found this difficult.

Calculation model the basis

Nevertheless, they had to be told that the calculation process forms the legal basis here. There is already a new calculation method. But that would be more strict, "because then the whisper asphalt is also taken into account," as Mayor Jan Neusiedl (CSU) interjected. Wolfgang Kuny: "We can now turn it into a research program and take another five years, or we can take the current situation as it is." The decision was made in favor of the latter.

Tram noise not taken into account

Ingrid Reinhart-Maier (Greens) brought one aspect to the end. She mentioned that some Grünwald citizens feel badly bothered by the tram and their noise and have been asking for help for years. She therefore considered it useful to support these people with support. Construction manager Stefan Rothörl made it clear, however, that the noise action plan only affects emissions from road traffic, not rail traffic. There were clear legal requirements here.
