The commitment of government responsibility, in application of the third paragraph of article 49 of the Constitution (49-3), is an expedient process for having a bill or bill passed before the National Assembly. It was used a hundred times under the Fifth Republic.

What does it consist on? After deliberation by the Council of Ministers, the Prime Minister engages the responsibility of the government on a text. This is considered adopted, unless a vote of censure is voted. Such a motion must be tabled within 24 hours. It is only admissible if it is signed by at least one tenth of the deputies. Voting on the motion cannot take place until 48 hours after it is tabled. Only votes in favor of the censure motion are counted, which can only be adopted by a majority of the members of the Assembly.
