● The failure of education

In 2007, a new HR software to manage the big million civil servants of the National education, baptized Sirhen, was launched. It was to be developed in five years for 60 million euros. The project was stopped in July 2018. "After thirteen years and 400 million euros invested in a tool doomed to disappear, the ministry returned to the starting point to modernize its information system of human resources" , observes, almost disillusioned, the Court.

Sirhen's task was daunting: to merge hundreds of existing databases to replace an obsolete system.
