The embryo of municipal police wanted by Anne Hidalgo, the outgoing mayor (PS), intends to be on the ground, verbalize and pacify. We

It's a great harvest of PV. In 2019, officers from the DPSP (Department of Prevention, Security and Protection), a foreshadowing of the future municipal police of Anne Hidalgo, the mayor (PS) of Paris, issued more than 123,000 tickets . The booty did not land in the city coffers but in those of the Public Treasury.

In order of importance, there are: 37,866 PVs drawn up for garbage and bulky items on public roads (68 euros or 135 euros if this hinders pedestrian traffic), 24,238 PVs for cigarette butts, 23 617 PV for deposits linked to a street sale (up + 51% compared to last year), 11,991 PV for overflowing of display of the terraces of cafes and restaurants on the sidewalk, 5,839 PV for effusions of urine and 2184 PV for noise pollution (up + 997%!). In total in 2019, 123,360 PV were drawn up, down 14.5% compared to 2018 - "we have increased prevention and deterrence," says the head of the DPSP, Michel Felkay.

Last Thursday, in the 19th arrondissement, Lionel, 57 and Modibo, 50, both technicians of public tranquility and surveillance (TTPS), as well as Gabriella, 46, security inspector, wandered the neighborhood in uniform. Usually they are in civilian clothes.

Avenue Laumière, the trio stops in an improvised garage sale. The organizer sat on the sidewalk and posted posters in the neighborhood without authorization to announce her event. The penalty fell: 68 euros for "defiling the public thoroughfare by affixing posters to street furniture". "And you have 24 hours to remove these posters," warns the trio.

“The scourge is the waste from apartment repairs. We don't verbalize workers ”

Smiling, polite, in good faith - "I needed an authorization and I don't have it," she bows - the young woman takes out her identity card and her checkbook. "We would like it to be often like that," savored the trio as they left, a little surprised.

A little further on, the officers arrested “as a preventive measure” a scooter driver who slalomed on the sidewalk between the pedestrians. "He took a shortcut, but he's going back to his garage." “The problem of incivility in Paris, regrets for its part Gabriella, with a soft voice, is that when we catch people, instead of keeping a low profile, they contest. Many are aggressive. "

Rue de Meaux, the trio spotted abandoned rubble. “Construction rubble is the bane. This is the waste from apartment repairs. We don't verbalize workers. We try to go back to the company that employs them, to the owners or even to the trustee of the building. "

"Butts calm down," Modibo rejoices. In 2015, when we started, PV it was raining ”

At the exit of a cafe, men smoke on the sidewalk. A butt on the ground is 68 euros. But uniformed officers are spotted. "The boss went out and warned them not to throw their butt," they regret.

"Butts calm down," Modibo rejoices. In 2015, when we started, PV it rained. We started at the metro stations, Belleville or Porte-de-Pantin. Within an hour, we had 15 minutes. ”

Quai de Metz, an old lady walks her dog, which does its business. Officers see her not picking up. They arrest her, speak to her and notice that she has her arm in a sling. "I'm leaving the hospital. I was operated. I can't stoop. »No PV of 68 euros for the lady with the dog. "You have to be discerning," argues Lionel.

“PV for incivility, explains Lionel, it concerns all social classes. The agent, who does not allow himself to be intimidated, "aligned a cop who was not picking up his dog's poop. He still let go of me Usually, I'm the one who puts the PV ”.

In the anthology of fines, there is also "this French diplomat who was with a top model. Her little dog had pooped. He kicked me out of his card. ". Or "this arrogant journalist who threw his cigarette butt and threatened me", "this prosecutor who took out his garbage cans", "the one who brandished his customs card while urinating against a wall" ...

Lionel, Modibo and Gabriella are convinced: “It will be better when we officially go to the municipal police. When on our jackets, it will be marked Municipal Police in place of Mairie de Paris Sécurité. We will have more credit. "

On March 9, Modibo and Lionel will be at the courthouse (17th century). They filed a complaint against a Parisian woman for "contempt of agent with death threat". During a check on a canine dejection at the Parc des Buttes-Chaumont, this artist declined a false identity for them, and threatened them: "I hope that you will die with your dirty job of m…"

THE POSITION OF CANDIDATES FOR THE TOWN HALL

Should controls and the amount of fines be strengthened? The opinion of candidates for mayor of Paris differs slightly on the means to reduce incivility.

Anne Hidalgo, candidate (PS) for her re-election, promises to reinforce the fight thanks to her future municipal police, which would count 5000 agents. She wants to change the law in order to increase fines. People caught in the act could thus pay up to 150 euros for a cigarette butt, 300 euros for an effusion of urine, 500 euros for a wild deposit of bulky items against 68 euros today. But she has no hand.

Rachida Dati, candidate LR, wants to reinforce control with an armed municipal police counting "3400 agents deployed on the ground", according to its campaign director, Nelly Garnier. The candidate on the right wants an increased presence of agents in public space "because incivility increases the feeling of insecurity among residents and the feeling of impunity among offenders. Its objective is not to fill the city coffers, ”tackles the campaign manager.

Agnès Buzyn (LREM), for her part, wants to make “the fight against noise pollution a priority. Ignored by the outgoing mayor, they are a real scourge for residents. ” The candidate LREM also wants to change the law to "double the amount of the fine for incivility - from 68 to 136 euros", and "facilitate the use of community service for petty crimes and daily incivility ".

The environmental candidate David Belliard does not want a municipal police force but he recommends increasing the number of municipal agents present on the ground, better training them and encouraging them to sanction incivility. At the same time, he undertook to "set up new trash bins that are more solid than those deployed today", according to those around him.

For Cédric Villani, “the amount of the fines depends on the Criminal Code. On the other hand, we will effectively systematize the verbalization thanks to the municipal police force of proximity, which will patrol on foot in all the districts ”.

In Oberkampf, you don't really believe it ...

In Oberkampf (11th), one of the capital's black spots in terms of incivility and noise pollution, we don't really believe in Anne Hidalgo's municipal police…

“City officials, we know their time slots. So, when they come out, the bar owners call each other to warn themselves and their customers. ”

This Thursday evening, at 11 am, the café terraces are rustling gently. A few people are chatting, sitting outside. Small groups of young people smoke outside bars. The music overflows a bit from some night bars.

At weekends, “people drink, howl outside bars and under our windows, explains a local resident. Many smoke in the street, cigarettes and cannabis. At the end of the evening, some vomit while others urinate between the cars. "

According to residents, "there is only Sunday and Monday where you can sleep." For years, Vincent has spent his nights "with electronic headsets". However, swears this member of the Jean-Pierre Timbaud residents' collective, the police are present. They do their job. "

At the corner of rue Saint-Maur, Lea, a 27-year-old party girl, throws her cigarette butt into an ashtray installed by the bar on the sidewalk. “There was this city campaign with posters showing mounds of butts. We ended up getting the message. We also know that we can get aligned. I have a friend who got 68 euros from a city agent. It calms. But, admits the student, I still throw my cigarette on the ground. ”
