Most often, municipal elections have been synonymous with sanctioning votes, and in spectacular proportions. It was the tidal wave of the left in 1977 under Giscard and the revenge of the right in 1983 under Mitterrand; the "field generation" of 2001 under Jospin and the return of the pendulum of 2008 under Sarkozy, before a new right-wing harvest six years later under Holland. Local motivations for voters? It is hard to imagine that the balance of outgoing mayors alone explains alternations as strong as regular. No national lessons either?
