While polishing the speech he will give at the opening of ordinary sessions of the Buenos Aires Legislature, Axel Kicillof instructed his team to prepare a report "area by area" on the situation he received from the management of María Eugenia Vida l. It is a "black book", as they call it in La Plata, to which the governor will appeal to mark the situation in which he found the provincial administration. The intention is to publish it next week.

"Neither the state of the State nor inheritance: the black book of neglect and abandonment", raised near the Buenos Aires governor Clarín. The clarification is not accidental. Although Kicillof himself said that in his travels through the Buenos Aires municipalities he found himself with "scorched earth", discursively in the ruling party they struggled to detach themselves from those terms that patented the macrismo in the last four years to refer to what he had left the Cristina's last term.

The “state of the State” was even the name of a report that Mauricio Macri presented on the state of the National Public Administration as of December 2015. It was prepared by the team of the former Chief of Staff, led by Marcos Peña , and It was published on the website of Casa Rosada to compensate the former president's decision not to deepen his speeches in the inheritance received, an advice from Ecuadorian adviser Jaime Durán Barba that earned him internal reproaches within Cambiemos. Data: the link that allowed access to the report was already deleted and to read it you have to access the official website of the Sigen.

"We are faced with a very complicated economic situation, a province over indebted, with stopped works and debts of several months with suppliers in almost all areas and suspended benefits", is the balance repeated by spokesmen of the government in relation to the content of " black book ”. In that context, they explain, is that Kicillof said over the weekend that the beginning of his administration "is excellent, given the circumstances."

The person in charge of collecting all the information and making a score with each minister is the head of the provincial Cabinet, Carlos Bianco. The draft drawn by the owner of the Clio contains macro data and micro issues of all areas of the provincial structure. On some points, Kicillof has insisted since he assumed, such as the weight of the debt in the province and the maturities facing the province this year.

Special mention is also made of sensitive areas for people: from a debt found in IOMA, the social work of employees in the province of Buenos Aires, with providers for about 8 billion pesos, to more than 200 works stopped by more than 11 billion pesos; and the "deficit" in terms of educational infrastructure that the governor already exposed when he recently announced the repair of almost 800 schools.

"It is natural that when a management arrives, it wants to show what it considers it did not those who were before, but it would be good that instead of appealing to talk about the past, they explain what the plan to govern is, what they will do," they responded from Vidal environment before consulting this newspaper. And they said that the former president "is not going to get into the ring even if they look for it: she made it clear, and so she transmitted it to the whole team, who wants the governor to do well and that we have to help him". But they warned that “if necessary, they will respond with data, area by area, with the management memory that they sent to do as governor”.

According to Clarín, in the "black book" there are, at least for the moment, no issues that result in legal cases. “If we find evidence of irregularities, of course we will present the corresponding complaints. We are serious, but we are not going to prosecute politics, ”they say in the president's environment. This is "valued" by Vidalism: "We always said there was no need to prosecute politics."
