The Ministry of Social Development has been dodging the adjustment . On the contrary: already exceeded the budget - extended last year - received a flow of reallocation of Treasury items in the framework of the social emergency. The Government closed February with 922,497 thousand food cards delivered and will seek to cover the rest - 1,400,000 to reach 2,800,000 beneficiaries - between March and the first days of April. The unknown, which will be defined in the next few days, will be the margin of resources that the portfolio conducted by Daniel Arroyo will have for two other announcements with a look beyond the urgency of hunger: credits for machinery for the unemployed and the relaunch of the Splice Plan, to try to link assistance to work.

Near Arroyo they estimated that the program will have an impact to lower indigence rates and to a lesser extent of poverty , which will also largely depend on the evolution of food prices. Once fully implemented the food card will cover 80% of the vulnerable population : the other 20% corresponds to rural areas and will be assisted with food modules.
Apart from the emergency, the Government seeks to show initiatives to link social assistance to work and started in that line with the launch of the Potentiate Contest to deliver 500 kits of construction, gardening, kitchen and textile machinery to unemployed people over 40 years old. In the first days 3166 orders had already been written down. To explain the limited offer, widely surpassed by the demand, Arroyo clarified that these are machines that were not distributed from the management of Mauricio Macri and that will function as a first step of other measures to assist with work equipment.
Now the Government analyzes the budget - and consequently the scale - that will be used to launch non-bank loans in March for those who do not have formal work also aimed at the purchase of machinery, supplies or capital goods. It will be at a rate of between 2% and 3% annually, at 36 months, with a scheme of tutors , with students from the last years of technical careers, to advise on the project and the purchase of equipment, the use of Machines and payment tracking.
And at the same time it prepares the relaunch of the Empalme plan, so that the $ 8,500 charged by the beneficiaries of social programs - some 600 thousand people - are incorporated into the salary and reach as floor the $ 17,000 of the minimum, vital and mobile salary in case it is hired by the State or a private employer. The Government also seeks to move forward with training agreements with unions, such as the agreement with UOCRA for the renovation of some 2,000 schools. That program will also depend on whether the brake on public works is released in the coming months. The ministry led by Gabriel Katopodis functions as a potential contractor of the Empalme plan.
