What determines the outcome of the 2020 local elections in Bavaria?

Bavaria elects its municipal elected representatives: On Sunday, March 15, 2020, citizens in all 2056 municipalities, markets and cities in the Free State as well as in the 71 counties will be called to the polls. On this day, new mayors *, mayors, district councils *, district councils, municipal councils * and city councils are appointed. A total of around 39,500 political representatives are elected.

How long are polling stations open?

The polling stations will be open from 8 a.m. to 6 p.m. on Sunday, March 15, 2020 for the local elections throughout Bavaria *. The counting of votes then begins.

When are the first results of the 2020 local elections in Bavaria?

When there is a result * depends on the size of the respective municipality or city. In communities with 1,500 inhabitants, it will be clear around 6.30 p.m. (maybe a few minutes earlier) who will hold the mayor's office in the next six years. In larger cities, the results of the 2020 local elections in Bavaria take significantly longer to count.

The order of the counting is precisely defined: first it is about the mayors, then the district councilors, then the municipal councils and finally the district councils. The district committees are added in Munich. In this case, it should even take until Friday, March 20, 2020, for a final result to be available. Because: The last count on the 25 boroughs of Munich is on the agenda.

In some town halls and district offices, even after counting all votes on election evening, it will not be clear who will govern in the future. If no candidate gets more than 50 percent of the vote on election day, a runoff election is due. This seems particularly likely for those offices for which there are three or more applicants.

The two candidates who received the most votes in the first round will move into the run-off elections *, which will take place exactly two weeks later, on Sunday, February 29, 2020.

Where is the result of the local election in Bavaria particularly interesting?

Especially in the state capital Munich * tension is guaranteed: Mayor Dieter Reiter (SPD), who has been in office since 2014, can continue to govern in Munich City Hall?

A runoff is practically guaranteed with ten applicants. Incumbent Dieter Reiter, Greens candidate Katrin Habenschaden and CSU wife Kristina Frank are given the best chances for the office of OB. Political observers assume that the Greens candidate in particular has realistic chances of replacing OB Reiter. The reason: the strength of the Greens in the past elections in Munich. In the 2019 European elections, the eco-party consolidated its top position and won 31.2 percent in Munich. This is a value that the SPD can currently only dream of.

On the other hand, local elections are always personality choices. OB Reiter is popular in Munich, he did not make a big mistake in his first term. That could speak for a re-election of the mayor. Then it is still questionable whether the result of the local election in Bavaria will bring the majority in the city council for his SPD.

But there can also be surprises in many communities. Because: If there are not enough candidates in a municipality for the number of positions to be filled, voters can also put candidates on the lists on election day that do not run themselves. Specifically, this means that if there is no official opposing candidate for the incumbent mayor in a municipality, voters can put a name on the list.

This regulation caused a sensation in the last municipal election in the municipality of Schwaigen (Garmisch-Partenkirchen district). In 2014 a man became mayor who was not on the ballot paper at all: Hubert Mangold was so popular that 55 citizens spontaneously wrote him on their ballot papers and thus sent him to the runoff election. The incumbent mayor Karl Schwarzberger had not even received half of the votes cast in the first ballot - even though he was the only candidate to run. Mangold won the runoff election against incumbent Schwarzberger, who had previously announced that he would withdraw.
