The incident occurred near 0:30 in the morning. At a steel company recycling yard near Tsing Yi Road, a large number of abandoned building materials caught fire. According to the Observatory, northwesterly winds were common in Tsing Yi area during the fire, while Kowloon and Hong Kong Island areas were located southeast of Tsing Yi. It was suspected that odors would drift to Hong Kong and Kowloon along with the wind.
