RATP and SNCF strike: towards a minimum reimbursement for January

This Thursday is the last day for you to reimburse your Navigo pass for December 2019. Following the big strike against the pension reform, very followed for fifty days at RATP and SNCF, the two companies and their organizing authority, Ile-de-France Mobilités (IDFM), have decided to make this full reimbursement. The filing of claims (more than 2.3 million to date) is no longer possible, although approximately 600,000 payments are still pending and will be made in the coming days.

On the other hand, it will probably still be possible to obtain something for the month of January. The strike continued indeed the first 15 days of January, and even a third week on certain lines. Faced with this situation, Valérie Pécresse, president of the region and of IDFM, had assured in early February that she wanted to receive user associations (Fnaut Ile-de-France, Plus de Trains, SADUR) to consider "additional compensation", citing "line 13, line R and line P".

This meeting took place this Wednesday evening. Officially, no announcement should be made before the municipal elections. "We will rule within 15 days," says IDFM. "It is probably that there will be many disappointed," said Marc Pélissier, president of the association of transport users Fnaut Ile-de-France. Here is what is taking shape.

What compensation? The associations argued for 25 euros for all (3 million Ile-de-France subscribers). They understood that it would not be possible. IDFM estimates that with the reimbursement of the entire month of December (when the strike started on the 5th), the users were reimbursed until January 6th. Then, even if the strike continued beyond January 14, the minimum service was assured. "They seem to agree to reimburse the week from 6 to 14, that is to say a quarter of Navigo pass, ie € 18.80", says Arnaud Bertrand, president of the association Plus de Trains.

Which travelers will be reimbursed? IDFM presented a map representing the lines or sections of lines that did not have minimum service during this week of January (30% of trains on the SNCF side, 50% of metros on the RATP side). The following would be affected: the Etampes branch of the RER C, the branches of the RER D south of Juvisy, the whole of the R line, and the La Ferté-Milon branch of the P line. RATP side, lines 3, 5, 12 and 13 of the metro have been identified, as well as the RER B south of Gare du Nord.

Parisians excluded? Believing that the means of substitution in intramural Paris were sufficient, especially with almost normal buses and trams, IDFM would consider excluding residents of the capital from the reimbursement scheme for January. This is also because the number - and the cost - is likely to explode. In all cases, a new platform will have to be launched to receive reimbursement requests. Either your place of residence indicated in your Navigo pass will mention that you are on one of the sections concerned, or you will provide a certificate indicating your place of work. A gas plant "which will probably not be active for a month", deplores Marc Pélissier.

Who will pay? Problem: if the observation seems shared between associations and IDFM, we do not yet know who will pay. RATP and SNCF refuse for the moment. "We asked the operators, we have no official response," says IDFM. The contracts binding the organizing authority to the RATP and the SNCF do not oblige these companies to reimburse. RATP CEO Catherine Guillouard has already estimated that she had done her share by reimbursing 75.20 euros in December: "This amounts to two months of Navigo for employees, who have half of their package covered by the employer" , she said at the end of January. "Our goal is not to spit operators," says Arnaud Bertrand. We are asking for a symbolic gesture for January in order to develop contracts in the direction of users in the future. "
