The Ministry of Finance allowed the administrative and economic public sector bodies to collect the stamp duty required for contracts, deeds, documents, and other documents in cash, to be supplied within 15 days from the date of the end of each month to the central treasury directorate in the ministry or the competent financial directorate of the governorate, as the case may be, within the framework of the procedures Precaution to address the Corona virus.
The Ministry indicated in a decision that Sana received a copy of, that this measure aims to improve the public safety environment for citizens and came because of the low number of workers in the Ministry of Finance and the General Authority for Taxes, Fees and Financial Directorates in the governorates in implementation of the decisions of the Presidency of the Council of Ministers and the measures taken to prohibit roaming between provincial and rural centers and between governorates and with a view to continuity Public and administrative sector entities contract and implement their plans with the simplest level of procedures.
This decision shall be enforced from the date of its issuance until further notice.
According to previous financial decisions, the authorities that can collect the stamp duty also include "institutions, companies, public facilities, licensed banks, cellular telecommunications companies operating in Syria, licensed insurance companies, operating airlines, independent accounting units and licensed private cement companies."
It is mentioned that, according to the previous decision, the contractors, especially with the administrative public sector entities, had to review the directorates of the financial directorates in the governorates so that the stamp fee and dowry of these documents were collected by the Indirect Tax Department in the directorates of the specialized finance fundamentally. Currently, according to the aforementioned Ministry’s decision, it is no longer necessary for these The contractors review the financial departments to complete the process of collecting the required stamp duty and its supplements, and the entire process is done with the contracting authority directly, smoothly and quickly.
