Are we going to witness an epidemic of authoritarianism, in the wake of the Covid-19 pandemic? The question is not irrelevant as exceptional regimes and intrusive digital surveillance practices are multiplying around the world, in the name of the health of citizens. There is a growing fear that strong men and authoritarian governments will take advantage of the exceptional situation created by the pandemic to crush counter-powers and cut corners on freedoms; in short, that exceptional measures become established in new standards of political and social life.
"Over time, emergency decrees permeate legal structures and normalize, it is easy to build emergency powers, it is very difficult to deconstruct them," told The New York Times Douglas Rutzen, president of a center of law, which follows the legislation passed during the pandemic.
