Affected by the new coronavirus epidemic, all walks of life have been hit hard. Many wage earners need to take unpaid leave. The Labor Party believes that the government ’s previous epidemic prevention fund "save the market but not the people" and proposes that in the forthcoming second round of the epidemic prevention and anti-epidemic fund, it pays unpaid leave employees and self-employed persons who have lost their income to subsidize 80% of their normal monthly income. The total planned expenditure is 16 billion yuan.

Zhang Chaoxiong, a member of the Labor Party ’s Legislative Council, pointed out that the anti-epidemic fund launched earlier mainly extended help to employers. “Saving the market is important, but saving people is even more important.” He also mentioned that the epidemic will not end in the short term, and wage earners need to face a period of time. Difficult times.

Labour Party Chairman Guo Yongjian believes that the unemployment problem has surfaced. Even old-fashioned restaurants can't beat the epidemic. Coupled with the recent strengthening of epidemic prevention measures, the restaurant and entertainment venues have been hit again, and the government cannot shirk its responsibility.

Wu Miner, chairman of the Trade Unions Union, also said that the union received 40 calls for help in mid-February, half of which were related to unpaid leave. Many of them came from large-scale companies. It is conservatively estimated that a quarter of employees are now on unpaid leave. In addition, she also pointed out that the unemployment rate was high at the time of the emergence, and the government should launch unemployment assistance to relieve the public's urgent needs.

Promote a ceiling of 16,000 yuan to receive up to six months

The Labor Party proposes to subsidize 80% of the monthly normal income for employees who have been operating on or before February 1 and have taken unpaid leave, or self-employed persons who have lost their income, up to a maximum of 16,000 yuan, and receive a maximum of six months' allowance. Labor estimates that if the percentage of unpaid leave in February was 2%, the monthly increase would be 25%, and the total planned expenditure would be 16 billion yuan.

Guo Yongjian pointed out that the Secretary for Labour and Welfare, Luo Zhiguang, used to evade administrative reasons, but he believed that the approval process should be handled in a simple way. The employer can continue to pay employees and provide MPF contributions, and then the government will repay the above. The employer only needs to produce relevant supporting documents, including food records, MPF contributions, statutory declarations, etc.
