Venezuela: EU backs US plan for transitional government

2020-04-03T21:30:28.228Z

The European Union judged on Friday the American plan for a transitional government in Venezuela without President Nicolas Maduro and the Leader of the Opposition Juan Guaido "in conformity" with the peaceful settlement advocated by its member states. The EU "welcomes the framework for a democratic transition to Venezuela proposed by the United States," said the head of European diplomacy, Josep Borrell, in a statement on behalf of the 27.

"The American proposal is in line with the EU's request to reach a peaceful solution to the crisis by negotiation to establish a democratic government, which is more necessary than ever today," he continued in this statement, which was released following a meeting by videoconference of the European Ministers of Foreign Affairs. The EU is concerned about the "devastating human impact" that the coronavirus pandemic could have "in a country already facing a serious economic, social and humanitarian situation" .

The United States on Tuesday called on its ally Juan Guaido to give up, at least temporarily, the presidency of Venezuela pending new elections, in a change of tactics that sounds like an admission of failure of their strategy to drive out Nicolas Maduro of power. According to this scheme, Nicolas Maduro and Juan Guaido should "both" immediately renounce executive power, entrusted during "a transition period" to a "Council of State" set up by "elected officials of the National Assembly from both camps ”. In exchange for an agreement on their plan, the Americans promise to gradually lift their draconian sanctions at the rate of the implementation of this transition.

The EU "calls on all Venezuelan political actors to place the interests of the Nation above all other considerations and to engage in a credible, representative and serious negotiation process, like the one facilitated by Norway" . Europeans say they are ready to "contribute, in particular through the International Contact Group, to an inclusive process towards the restoration of democracy and the rule of law, through a free and fair presidential election" .

Nicolas Maduro's government has rejected the Europeans' appeal in a statement, saying that the EU "shows its support for Washington's plan to lift the illegal sanctions against Venezuela if, and only if, its wish is granted and its plan former coup d'etat comes true . " Venezuela, adds text, "calls on EU member states to respect the sovereignty of the Venezuelan people and reminds them that as signatories to the United Nations Charter, the least they can do is to respect its objectives and principles ”.
