Kirchheim - What took hours in previous years, namely the discussion about the municipal budget, which the municipal council led by Mayor Maximilian Böltl (CSU) had in ten minutes in a gymnasium corona session. Without a chamberlain present, without debate, without discussion - and probably also without any real relevance.

"Of course we need a supplementary budget, because today we have no idea what tax revenue we can actually expect in 2020," said Böltl. Only one thing is clear: "It will be significantly less than planned, but we now need a budget to be able to act and cannot wait until June," the city hall manager explained the financial hussar ride. Only Rüdiger Zwarg (Greens) and Marcel Proffert (LWK) received criticism and no approval for it. "I can't decide something today that doesn't apply at all, that doesn't mean that I can act," said Zwarg.

Household volume grows by almost 17 percent

Back in January, Böltl and treasurer Christine Brunner-Ernst referred to substantial reserves and a sharp rise in income. Specifically, Brunner-Ernst calculates an allocation of 943,000 euros from the administrative to the asset budget for 2020, compared to 1.5 million euros in the previous year. In terms of trade tax, she has 15.5 million euros in the plan, roughly as much as in 2019. But this value will probably be significantly lower due to the corona recession. The same applies to the expected income tax of 12.5 million. The income tax levy to be paid will also be correspondingly low, calculated at 3.2 million, as well as the district levy, which is in the household at 11.5 million euros. Brunner-Ernst still expects the municipal debts to be 26.7 million euros at the end of the year, slightly lower than in 2019, but it remains to be seen whether new debts will have to be taken up or whether the anticipated savings can be offset by savings.

With 15: 2 votes, the municipal council approved a total budget of 63.1 million euros. The volume grew by almost 17 percent compared to 2019. No loans should actually be taken out this year, but for the years 2021 to 2023, commitments of almost 40 million euros are already planned for the new building of the town hall and citizen's hall, the construction project in Rosenstrasse, the Kirchheim egg and the state garden show, which is likely to result in high borrowing and the significant shrinking of the reserve. "We decide that today, but we know that we have to make changes at the right time," said Böltl.
