Hong Kong youth Chen Tongjia was suspected of escaping back to Hong Kong after killing his girlfriend Pan Xiaoying in Taiwan in February 2018. The murder suspect Chen Tongjia was released from prison in October last year for money laundering. He once publicly expressed his willingness to surrender to Taiwan, but he has not been able to do so for nearly half a year. Guan Haoming, secretary general of the Anglican Church of Hong Kong, who is responsible for assisting Chen Tongjia, responded to media inquiries and said that there is no timetable for the time being. All arrangements will be made after the epidemic has eased.

According to Taiwan ’s “Law Victim Protection Law”, as long as the victim is murdered in Taiwan, family members can apply to the Geographical Prosecutor ’s Office for compensation for crime victimization. The Ministry of Legal Affairs of Taiwan has instructed the Shilin Land Inspection Office and the Association for the Protection of Crime Victims to actively assist Pan Xiaoying's family.

The Shihlin Land Inspection Department delivered the application form to the victim's family through the mutual legal assistance channel last year, but received no reply. The time limit for applying for criminal victim compensation is only 2 years. The statutory time limit for application has now passed and the victim's parents have determined that they cannot receive compensation.

According to regulations, the victim ’s parents can apply for legal maintenance obligations, spiritual comfort payments, and funeral expenses up to a total of 3.1 million TWD. According to Taiwan media reports, Taiwan once intended to provide Pan Xiaoying's family with compensation of approximately NT $ 1.5 million (approximately HK $ 390,000).
