According to the Legislative Council ’s Special Finance Committee document, the two pilots are expected to provide about 3,000 units, of which about one-third are public housing, or about 1,000 units, and are expected to be completed between 2029 and 2031.

According to a document of the Legislative Council ’s Special Finance Committee, the URA selected two pilot projects in the Kowloon City District, involving a total of more than 30 civil servants ’housing cooperatives. The two pilot projects affect about 600 units, and after completion of the reconstruction, about 3,000 units will be provided, of which about one-third will be public housing units, which are expected to be completed between 2029 and 2031.
Unreconstructed cooperatives involve more than 4,000 units
The Urban Renewal Authority will give the owner of the civil servant cooperative unit who needs to relocate the owner to pay the market value of their residential property, plus an ex-gratia allowance as the purchase price. At the same time, they will be provided with the opportunity to purchase subsidized sale flats to be built and managed by the Hong Kong Housing Society in urban areas. According to the document, out of 238 civil service housing cooperatives in Hong Kong, 191 cooperatives have been disbanded, 12 of which have been rebuilt, and the remaining 179 cooperatives that have been disbanded but not yet rebuilt have a total of about 4,300 units.

As for the conversion of industrial buildings, as of February 29, 2020, the Lands Department has received and is processing two applications for exemption of land leases for the entire conversion of industrial buildings. The Town Planning Board has also received six planning permission applications for the proposed use of the entire industrial building after conversion, and has approved one of them. For the reconstruction of industrial buildings, the Town Planning Board received a total of 41 applications, of which 3 applications have been withdrawn and 16 applications have been approved. The remaining applications are still being processed.
