It is with this tweet that Ursula von der Leyen welcomed, Thursday evening, the decision of the Twenty-Seven to entrust to the European executive the development of the recovery plan intended to restart the economies of the Union.

Admittedly, there has indeed been progress, the heads of state and government succeeding in agreeing on the need for a recovery plan during their videoconference.
