Gradual return to routine: In accordance with the government's decision at a meeting held on Friday, businesses and stores in certain sectors of the economy are expected to open tomorrow. Relief will take effect from midnight tonight. 

According to the new relief, street shops can be opened under the Ministry of Health's social remoteness. Among other things, they can operate hairdressers, beauty salons, toy stores and footwear. In addition, restaurants can resume their activities - but only for food deliveries and without serving and hosting on site. On the other hand, the malls, major shopping centers and the education system are expected to remain closed even after Independence Day. All branches that open will be required to operate only according to the "purple character" standard.

A source of details said on Thursday to Israel Today that the guiding principles are the danger of gathering and fear of contact between people. The factor stated that in malls, restaurants and cafes the gathering is inevitable, so their activities will not be renewed in the coming weeks. Hairdressers and apparel stores have inevitable interpersonal contact as well, so special conditions will be required to allow these businesses to open.  

Meanwhile, the government and professionals are expected to discuss next week's procedures for opening malls and markets across the country. According to the sources, it is believed that if shopping malls and markets are decided to open, the decision will be implemented two weeks from now and will include stricter social distance regulations than those required for stores and supermarkets. It was also reported that mall owners will have to agree to install an app that will measure the amount of mall visitors. 

It has also been reported that special safety regulations will also be implemented in the markets, should it be decided to open them. In addition, the government is considering opening rooms and guest rooms, in close coordination with the Ministry of Health. The goal, it was reported, was to allow Israeli citizens to go on vacation and "relax, without reopening the hotels."

As mentioned, businesses that open will be forced to comply with the "purple character". - If one of the workers becomes infected with the Corona virus in the workplace, all or part of the workplace will be closed for a period ending at the latest when the epidemiological investigation is completed by the Ministry of Health.

- In addition, it is recommended that a person with background illnesses avoid physical arrival at the workplace.

- Compliance with the Purple Tea rules will be through self-regulation. As long as the business complies with the established rules, it can return to activity immediately without the need for approval. Violation of the rules involves a criminal offense and a return to the previous restrictions.

A fine of NIS 200 for anyone who does not wear a mask in the public space

It was also confirmed at a government meeting that the guidelines restricting leaving home only 100 meters away for refreshment (not for the purpose of stocking stores) or 500 meters for physical activity will remain in force because of Ramadan. The duty of wearing a mask in closed places and carrying it on the street will be raised to age 7. However, a fine of NIS 200 will be imposed immediately and without first warning, as has been the case so far, for anyone caught without a mask at all outside his home.

The Israeli economy aid package 

In addition to facilitating the opening of businesses, a government meeting on Friday also approved a series of relief and economic benefits due to the Corona crisis. Among other things, the NIS 8 billion aid package was approved for small and independent businesses, and an adjustment grant for those aged 67 and over who lost their jobs. Most of the businesses were also opened as of next week.  

Under the Financial Assistance Program, a dedicated grant for small businesses whose business turnover is up to NIS 20 million a year has been hit, and have been hit by the crisis, with the aim of helping to cover fixed expenses. The grant will also be given to nonprofits that are defined as eligible public institutions. The grant can reach up to NIS 400,000, depending on the degree of decline in its activity. The grant will be paid by the tax authority as of May.

In addition, a dedicated assistance grant will be provided to self-employed persons whose activity has decreased by at least 25% in March-June. The grant, which goes directly into the bank account, will amount to 70% of the average monthly taxable income, up to NIS 10,500. This group also includes controlling employees.

The government also approved the Treasury's proposal to continue providing the special adjustment grant to those aged 67 and over who lost their jobs following the Corona crisis. Accordingly, in May, an additional grant of up to NIS 4,000 for dismissed from previous months was decided.

In addition, the government approved the request of Minister of Labor and Welfare Ophir Acunis, and all the welfare workers of the ministry will return to full work on Sunday, in addition to the exclusion of welfare workers in the local authorities.
