The applicant in this case is the police officer's level association, and an anonymous "AA" applicant. The respondents were the Electoral Affairs Commission, the Chief Electoral Officer and the Registration and Electoral Office. The Hong Kong Journalists Association was also listed as a stakeholder in the original trial.
Judge Zhou Jiaming of the High Court held in his judgment that although she agrees that the "starting-up" situation is serious, there is no evidence that someone uses the register data to "start-up", and there is no evidence that a police officer chose not to register because the information was disclosed in the register. Voters, the "bottom" situation cannot be resolved by restricting public searches, ruling that the association loses and loses costs.
