Our State of Israel marks 72 years. An older age, which, during the epidemic, requires staying in homes. But when it's a country, it's still a beautiful young girl, experienced in science, medicine, agriculture and technology, and even one who knows how to keep herself. Well kept.

She achieved all this through her - but also thanks to her, her citizens, who managed to preserve the legacy they inherited: the basic understanding of her eternal life, despite countless existential threats, our state commanded us life even in the rare days of peace, but especially in times of war we knew quite a bit, and also Today, in epidemic times. It is said that at the age of 72 our young maiden has already seen everything. But reality today proves to us that anything can happen in our world.

And precisely for that reason, it must be guarded against any threat, any harm, because a state, even the strongest and most robust, can be fragile against an external threat - but also against an internal threat. The State of Israel has been able to cope with threat from states and organizations, and it still does, day by day, hourly. If there is no war, it is only thanks to deterrence.

The State of Israel has been coping with considerable success in the health crisis caused by the Corona virus, partly because of the knowledge and experience gained in previous crisis and emergency situations. It is likely that the expected economic crisis will also occur, but the government crisis, which we have not yet departed from despite the signing of the Likud-Blue agreement, is the one that is likely to hurt most of the delicate fabric of our society. 

Government stability is a prerequisite for the security of our country. Israel is strong enough to survive political crises, and the past year has proven it well. Three election campaigns did not hurt citizens' everyday lives. On the contrary, they added three days off, two of which the public would have given up. But the wars between the authorities have become an integral, and disturbing, part of our daily routine, and this must not be accepted. 

There are three authorities in our country, three important and functioning authorities like the other Western democracies. Baron Montesquieu's venture of the 18th century is undoubtedly yet to prove itself, but separation of powers is not a separation, if each one is in the affairs of its society. Balance - yes, disruption - no. Citizens today have a feeling that, instead of completing one another's work, the authorities are waging war between them, and are struggling more to advance their worldview - and less out of genuine concern for our future.

Montesquieu did say that "nothing is unjust because it is a law, but a law that is just." From this one can understand the desire of the judiciary to ensure the justice of the law and to voice its position. But from here to the passing of laws and intervention in the work of the legislature, in the sanctum of the democratic election of the public, goes a long way.

There is concern among the public that a worldview - rather than an examination of the lawfulness - is at the forefront of the dignity of the judges; In examining the justice of the law, interpretation has become very specific. 

Trust in the justice system is a prerequisite for successful democracy. Not in vain, this paper has set itself five rules, in which the rule of law is important. Importance - but not superiority. Because to the extent that harm to the judiciary will be considered to cross a red line in an amended state, so is the injury to the other two authorities - the Knesset and the government - that is to cross a red line.

Rule, in every democracy, is replaced; The people - no. The people are the sovereign. It has already become a trivial statement, but that's the heart of it: the authorities are here to serve the people, and not the other way around. None of the authorities are elevated. The only one who is raised - is the people. The legislature will legislate, the operation will rule and the judge will judge. And if it doesn't go that way - the public will judge.

What did we ask for as a 72nd birthday present for our country? You will not be allowed to carry a sword, and there will be no more government war. Disagreement, definitely. War on the back of the state - no. Because the war of the authorities what is, if not an introduction to civil war? And the eighth decade is dramatic, our people know it. 

We twice came to him as a united and sovereign nation; Once in the Kingdom of David and Solomon and the second time in the Hasmonean Kingdom. The first disintegrated at the end of the 73rd year, the second did not end the eighth decade as a sovereign nation in his country. It is not because of war or epidemic; The real factor that tore us apart was the internal debate. 

It seems that for the third time, we are entering this 73rd year stronger and more stable than ever. But the world around us has changed. Our generation has seen a collapse of its own power like the Soviet Union, the fall of the Berlin Wall, the murder of a Jewish Prime Minister, the twin disaster, and now a global epidemic. 

Yesterday's world was put into a blender, what would come of it? It's still unclear. But one thing is known: the State of Israel will emerge stronger, because as with any crisis - we simply have no other choice.

On this holiday of Independence, we will remember the fallen, whose deaths commanded us life. They did not fight enemies so we would fight each other. We wish ourselves a happy holiday of independence and peace between the authorities; Peace on Israel.
