The Minister of the Economy also specified that the entrepreneurs will have to provide masks to their employees.

Invited this Wednesday morning on LCI, the Minister of Economy Bruno Le Maire called on the French to resume work, after the deconfinement planned for May 11. "We have to go back to work (...) a maximum of French people have to return to work" , he repeated several times.

The Minister of the Economy used a proactive tone. "We have to roll up our sleeves all together so that the return to activity takes place in the best conditions," he said. "We will all succeed together (...) We will get up, " he also added.

As a reminder, all shops are supposed to reopen from May 11, except restaurants, bars and cafes. Regarding large areas, the prefects may order their closure, depending on the evolution of the situation, said Bruno Le Maire.

Contractors to provide masks

Regarding the resumption of activity, from May 11, the Minister explained that "we must do things gradually" , for example regarding the management of inflows into companies or catering. In line with Edouard Philippe's remarks on Tuesday, the minister recalled that teleworking was also an "appropriate solution" .

"Guides to good practice will be needed in all businesses," continued Bruno Le Maire. He cited in particular the hairdressers who " will need to wear a mask and a blouse" . The Minister also clarified, and this is a major point, that "it is the contractor who must provide the mask when necessary" . Bruno Le Maire invited the entrepreneurs to "prepare for May 11" , emphasizing the need to discuss with employees and unions.

No recovery plan before September

Regarding the gravity of the crisis, the Minister indicated that the current crisis " affects all activity" . He reiterated a comparison he had already made previously with the 1929 crisis. "We are doing our utmost to avoid bankruptcies and business disappearances. There will be bankruptcies in the coming months and job losses. We know that, " he continued.

Bruno Le Maire also indicated that there would certainly be no recovery plan for the French economy before September or October. Claimed by some, the drop in VAT in catering seems to have been ruled out by the Minister. According to him, the VAT has already been lowered and is "not necessarily the most appropriate tool" .

Strengthening the control of foreign investments

Another point raised by Bruno Le Maire this Wednesday: the strengthening of the control of foreign investments in order to protect French companies in difficulty because of the current health crisis.

The threshold for triggering control of non-European investors taking shares in a large French company will be "lowered from 25% to 10%" until the end of the year, and more generally, control will be extended to the biotechnologies, he announced on LCI.
