A man detonated his charge near a military outpost, ministry spokesman Tareq Arian said in a press message. The attack is "a crime committed by the enemy of Afghanistan against civilians during the month of Ramadan," he said. According to a security source, it appeared to be targeting a special forces camp on the outskirts of Kabul.

Increased violence in March

No group has claimed responsibility for the attack. But the Taliban have made it known through their spokesman Zabihullah Mujahid that they are investigating whether their men have taken part. Explosion comes as violence escalated in Afghanistan in March, according to the UN, despite the signing on February 29 in Doha of a historic agreement between the United States and the Taliban, supposed to lay the foundations for a process of peace.

As part of this agreement, which provides for a withdrawal of foreign troops from Afghanistan within 14 months in return for security guarantees from the rebels, the insurgents have agreed not to attack major cities and international troops. But they have multiplied the assaults against the Afghan security forces in rural areas and in towns, killing dozens of soldiers and police.

Since the Doha Agreement, Kabul has been the target of two attacks, one against a political rally in which the majority of participants were Shiites, and the other against a temple frequented by Hindus and Sikhs. The jihadist group ISIS claimed responsibility for the two attacks, which left more than 50 people dead.
