The number of young people fell by 8.4% from 13,423 in 2014/15 to 10,695 in 2018/19. The number of ethnic minorities fell from 374 in 2014/15 to 225 in 2018/19 (a decrease of 8.4%). At present, for a seven-day or more employment-linked course, 80% of the attendance rate will be eligible for retraining allowance. However, Audit has pointed out that the daily allowance has not been reviewed since April 2009, and the daily available amount ranges from 30 153.8 yuan. When developing new courses, the proposal submitted by the Training Bureau did not include the availability and comparison of similar courses on the market. The Audit Commission urged the Retraining Board to monitor the financial situation, including recovering subsidies from students with insufficient attendance, to take effective measures to increase student attendance, prevent false reporting, and strengthen referral of false reporting cases to law enforcement agencies for follow-up. It also recommended that the ERB strengthen the attractiveness of youth training and services for ethnic minorities, increase or decrease training courses in a timely manner, shorten the waiting time for admission, and review the amount of subsidies, etc. In internal work, the Department urges the ERB to increase surprise Classroom inspections to ensure that the final test conducted by the training institution meets the requirements.
