(CNN) - With the coronavirus pandemic appearing to have peaked in New York, the gradual reopening of the epicenter of the national health crisis is beginning to take shape.

State Governor Andrew Cuomo outlined his most detailed plan for that reopening Tuesday, starting with what he called low-risk companies in the north of the state to return to work in mid-May.

"We have to be smart about it," Cuomo said Tuesday, adding that test and infection rates and the availability of hospital beds should be at adequate levels.
