" It all wrong, that Mena come! ". The inmates of the Devoto University Center (CUD), including two of their leaders Rolando Saucedo and the quadruple homicide Guillermo "Concheto" Álvarez, were inflamed by the low official presence (and the lack of vice-minister of Justice, Juan Martín Mena), more the absence of enforcement judges, who are those who define the fate of the detainees.

For this reason, the second meeting after the violent riot on Friday the 24th was about to fail at the Penitentiary Complex of the City of Buenos Aires, located at 2651 Bermúdez Street. There was a batucada of prisoners and they went to an intermediate room, after which he won the calmest position of the representatives of the pavilions.

The government of Alberto Fernández, already with five months in office, has not yet appointed any official to head the Undersecretariat for Penitentiary Affairs. The Minister of Justice, Marcela Losardo, has to take that measure.

The current head of the Federal Penitentiary Service (SPF), Emilio Blanco, does not have the sympathy of the detainees in Devoto. "He had a deplorable management in more than six years and they want to appoint him to the head of Penitentiary Affairs," warn CUD leaders.

In addition, they complained that they want to " lower the price of the dialogue table ." In this regard, they noted that "this is a long-standing problem and 800 reports must not be relativized, which is not a guarantee of anyone's freedom."

According to Blanco, from the first meeting an interdisciplinary team analyzed 805 reports presented by the group of detainees "sentenced to less than three years."

In the SPF there are 1,280 inmates "at risk" before COVID-19, of which 320 prisoners have already been "detained" until today , added the director of the Service.

In total, according to updated statistics, they add up to this Thursday 12,492 detainees when the capacity is 12,694 places. Of that figure, 6,708 (53.70%) are processed and 5,781 (46.28%) have already been convicted.

In the act, the detainees proposed to go to an intermediate room until May 6 next at 10 and requested that the "Ministry of Justice and Human Rights formally summon all the judges of Criminal Execution, as well as the representatives of the Federal Chamber of Cassation ".

Mena's place was occupied by the undersecretary of Criminal Policy, Pablo Barbuto, who signed the act, according to Télam .

Also participating in the meeting were Judge Daniel Morin, of the National Chamber of Cassation in Criminal and Correctional Matters; Execution judge 2 Vilma Bisceglia; and representatives of the National Penitentiary Ombudsman (PPN), the National Committee for the Prevention of Torture (CNPT), the Civil Association of Families of Detainees (Acifad) and the Single Union of Workers Deprived of Liberty (Sutpla).

The dialogue table was formed after the incidents led by the Devoto detainees, who demanded for more than 12 hours for the expediting of their criminal cases and that they be granted benefits from home prisons given the possibility of contagion of coronavirus.
