The treasurer of Tegernsee has to juggle, because the corona crisis affects the household. At its last meeting, the previous city council corrected investments that had already been made and put together a budget package of almost 21.7 million euros.
Tegernsee - The fact that the corona pandemic is also weighing on Tegernsee's finances was clear to all city councilors when the last term in office was to approve the 2020 budget and a first change to the investment and financial plan adopted in February by 2023. It remains unclear how much deficit Corona will actually cause, so some city councilors also had a fairly "stomachache" when it comes to investments. Vice Mayor Heino von Hammerstein (Citizens List) wanted a "decision under reserve". Group colleague Florian Kohler even doubted the sense of the investment plan, “if I don't know where the money comes from. Bernhard Mayer (CSU) advised tightening the set screws in view of a zero in trade tax revenue with which treasurer Jürgen Mienert is planning.
Mienert defended the adoption of the financial package at the present time: "An approved budget is necessary to be able to act," he said, referring to the possibility of a supplementary budget. City council chief Johannes Hagn (CSU) said that the new city council first had to acquire the necessary specialist knowledge, hence the decision. He assured: "We are flying on sight." That means: The city will be forced to readjust and will do so.
Investments
With the investments of around five million euros already decided in February (we reported), the city council made several corrections with two votes against: For example, the procurement of an ELW 1 command and control vehicle for the fire brigade, for which the approach of 160,000 euros is not enough . 215,000 euros are necessary, but the fire brigade will provide 100,000 euros, and there is also a state subsidy, so that 15,000 euros have to be paid for the city. Moving the playground on Hochfeldstrasse will cost 362,000 euros instead of 250,000 euros. Because the city can fall back on a legacy, an own contribution of 35,000 euros remains. Among other things, the asphalting and sidewalk renovation in Neureuthstrasse will be postponed (225,000 euros). The purchase of an electronic parking guidance system (100,000 euros) only made sense after the underground car park project in the spa garden. The energetic renovation of the residential building at Seestrasse 19 has also been postponed. The provisional surface fastening of the forecourt of the station (50,000 euros) has been deleted without replacement, which SPD spokesman Thomas Mandl regretted: "This is Tegernsee's business card, we should stick to it." 160,000 euros and thus 60,000 euros more than planned have been earmarked for the landslide remediation on the road to Neureuth.

The total budget with a volume of almost 21.7 million euros is 1.38 million euros higher than in 2019. However, the treasurer is already counting Corona in: the administrative budget is set 1.8 million euros lower (total: 13.9 million euros ). Mienert expects zero trade tax revenue, just under 4.2 million euros in 2019. Less income tax participation (minus 76,000 euros), visitor's tax (minus 60,000), tourism contribution (minus 20,000) but also lower civil registry fees (minus 25,000) . Mienert describes the fact that Tegernsee has to book almost 2.5 million euros from the asset to the administrative budget as "very unfavorable development". The reserves are still 12.4 million euros as of January 1 and will probably be used up by 2021. The chamberlain calculates that borrowing of four million euros will be necessary by 2023.
"The liquidity is definitely there," assured Hagn before the budget was passed unanimously. CSU spokesman Florian Widmann thanked the treasurer for his work, "even if the forecasts are not rosy." Mandl warned to look at the costs for the fire station. Von Hammerstein even wished for a “correction” from the new committee. Despite everything, Andreas Obermüller (FWG) was optimistic: "We can do it, have managed well and will not get down on our knees yet." Kohler was important to emphasize that the city council was not "waving" the budget, but rather the developments watch carefully.
