He questioned that the Police Force violated the Civil Service Bureau Circular No. 18/2000, and the practice caused a strong differentiation of the civil service system, so he applied to charge Deng Bingqiang and Nie Dequan public officials for misconduct.

Guo also accused Deng of accusing him of accusing his subordinates of abuse of power, including improper use of force against demonstrators, volunteer ambulancemen and the media, in violation of the UN human rights conventions.

The Security Bureau pointed out that from June to November, the police OT expenditure was 950 million yuan.
