To ensure approval, Horacio Rodríguez Larreta authorized changes in the draft Economic Emergency Law that will be discussed this Thursday in the Buenos Aires Legislature. The head of government decided to remove the attribution for the staggered payment of salaries, the most controversial point. Also incorporate the creation of a Special Commission for Fiscalization and Follow - up of the measures and expenses to face the pandemic and the obligation to present a monthly report on the processes and the reallocation of budget items, demands of the Civic Coalition and the UCR.

Also to suspend or postpone the execution of programs, with a limitation also added in the last hours: you will not be able to do it in the areas of Health, Education and Human Development.

Article 19 that enabled staggered payment in the Buenos Aires administration had generated rejection by the Front of All, the left and union leaders, such as the two CTAs and teaching unions. The officials in charge of the negotiations thus ensured the accompaniment of the allies and the law is aimed at being approved this Thursday in a mixed session, with some legislators present and others virtually, like last week. The ruling party gathers some 37 votes - with 31 enough to sanction it - although it will seek further support. "We do not believe that the Front of All votes in favor, although what they asked for is," they estimated at the Parque Patricios headquarters. That block had refused to enable treatment on tables.

In turn, the Buenos Aires Government will have to send within 30 calendar days the modified programs, the amounts and the purposes of spending to the Legislature. And a control commission will be created, made up of deputies, who may request information, make observations, proposals and recommendations, and request special reports on acts or contracts from the City's Auditor General. It was also incorporated that the City Housing Institute will receive 35% of the profits generated by gambling.

Through the deputy Facundo del Gaiso and the auditor Juan José Calandri, Elisa Carrió had demanded that her PRO partners  exercise greater control in the context of the emergency, after the purchase of chinstraps for $ 3,000 and a questioned hiring of hotels to accommodate to people with coronavirus symptoms, which led to the movements of officials Gonzalo Robredo and Nicolás Montovio.

The Buenos Aires UCR had also requested a special unit to audit purchases and contracts during the emergency, with a project presented by auditors Mariela Coletta and Raquel Herrero.
