The head of the Buenos Aires Government, Horacio Rodríguez Larreta, announced this Saturday the reopening of the City's shops between next Tuesday and Thursday from 11 a.m. to 9 p.m. as part of the measures to make the quarantine for the coronavirus more flexible.

He said this this Saturday morning, hours after participating in a press conference at the Olivos residence with President Alberto Fernández and Governor Axel Kicillof, in which the extension of social, preventive and mandatory isolation until the Sunday May 24 inclusive.

"First and clearest message: the quarantine in the City continues because the risk of contagion continues . If we look at the evolution of the cases there is no very clear trend: there have been ups and downs. If we compare a month ago, the mobility of people in the City tripled. A month ago there were between 8 and 10 percent of the people who circulated normally. Yesterday it went up to 25 or 28 percent. That did not mean that there is an exponential rise in infections. And this is largely to the responsibility and care of the porteños, "Larreta began.

The Buenos Aires president explained that "some other activities are going to be added to add" gradually. "If we Buenos Aires continue to comply with the distancing measures, we will be able to maintain these activities and add others. Gastronomic venues will not be able to receive customers, but the take-away mode of take-out will be allowed.

As Alberto Fernández explained on Friday, the quarantine would remain "without major changes" in the Buenos Aires Metropolitan Area (AMBA), but with some exceptions to make activities more flexible, while the rest of the country will begin the "progressive reopening" phase.

The measure, made official through a Decree of Necessity and Urgency published this Saturday in the Official Gazette, establishes the following general prohibitions : teaching of face-to-face classes, public and private events (social, cultural, recreational, sports, religious), shopping centers , cinemas, theaters, cultural centers, libraries, museums, restaurants, bars, gyms and clubs.

The prohibitions also include intercity, inter-jurisdictional and international public transport of passengers and tourist activities, the opening of parks and squares.

The norm also establishes that the borders will continue to be "closed" and that "those over 60, pregnant women and people in risk groups continue to be exempt from the duty of assistance to the workplace."

Meanwhile, some industrial branches will be enabled , but "without the use of public transport." These include the automotive and auto parts industry, electronics and appliances, textiles, footwear and clothing, tobacco products, metallurgy, machinery and equipment, graphics, printing and publishing, wood and furniture and toys.

Activities in the pharmaceutical, chemical and petrochemical laboratory industries, motorcycle and bicycle manufacturing and tire manufacturing will also be permitted.

"The governors and the governors ( except AMBA ) may decide exceptions taking into account the criteria established by the Ministry of Health of the Nation," states the decree.
