According to TD documents, in April 2017, the first shared bicycle rental operator in Hong Kong was put into service. By mid-2018, the number of operators had rapidly increased to 7, and a total of 26,000 bicycles had been put into operation throughout Hong Kong. However, as of March this year, only three operators were still operating in the local market, and about 5,200 bicycles were put on lease, the number dropped by 80%.

In addition, the Transport Department completed a study on improving the existing cycling facilities in nine new towns in 2017, and proposed the addition of bicycle parking spaces, as well as the installation of safety facilities at the sharp bends, steep slopes and pedestrian crossings of existing bicycle tracks, so as to enhance the cyclists and Pedestrian safety.

The Transport Department and the Highways Department have carried out improvement works in three phases. The improvement works of about 100 locations in the first phase were completed in mid-2018, and a total of about 1,000 public bicycle parking spaces were added. The second phase was about 450. The site improvement project, which started in February this year, is expected to be completed by the end of next year. About 2,000 public bicycle parking spaces will be added. As for the third phase, depending on the regional consultation and feasibility assessment plan, the remaining 160 sites will be launched.
