Édouard Philippe warned a week ago: the management of deconfinement will be more “complicated” than the decision to contain it. This new step is indeed a new challenge for the government. And not the easiest to note.

The confinement was a shock, but almost everyone was in the same boat. The speech of the executive could be global. The deconfinement is done in a way à la carte. The school reopens, but only for certain levels, and on the basis of selective criteria and volunteering; resumption of transport to go to work, but teleworking always encouraged; activities allowed, but not all; restrictions maintained in the red departments… It is no longer a whole social body that reacts, it is a sum of individuals questioning their particular situation. This requires more frequent and more rigorous communication from the ministers in charge of a specific sector, and a rethought expression at the top
