It is reported that the Hong Kong Confucius Church and the Jinde Academy Education Fund (Jinde Fund) had discussed the establishment of private schools in the scope of the school premises of Dzi Kong in early 2014. The two parties signed the details of the two agreements on May 22, 2015. "Hong Kong 01" obtained the two agreements, and found that the first one involved the allocation of Confucius School premises to Jinde, and the other was about Jinde's funding to Kong Shengtang.

According to the agreement, Confucius Church allowed Jinde to use seven classrooms from 206 to 209 and 309 to 311 in Confucius, as well as to share facilities with Confucius (see the attached picture). Jinde was also allowed to repair and rebuild. Kong Shengtang also promised to assist Jinde to obtain the necessary approvals related to private schools, including applying for registration with the Education Bureau, and to ensure that Confucius and its school board continue to cooperate with Jinde.

The Education Bureau received the application for registration from Jinde School in September 2016; approved in August 2017. In other words, the secret agreement shows that Kong Shengtang signed the agreement two years before the private school was approved to lend the seven classrooms and other facilities in Confucius.

In the second agreement, Jinde Fund agreed to establish a trading fund managed by Kong Shengtang, and inject funds into the fund in three stages, including the initial stage (Jinde Primary School completed registration and the new school building plan is pending approval) 1.8 million yuan per year; In the mid-term (building plans are approved and pending to be issued), 1.875 million yuan per year; and during the operation period (after the issuance of occupation card), 3.75 million yuan per year.

Both parties also agreed to review the amount every five years and decide whether to increase the amount based on Jinde's income. In addition, Jinde also promised to allocate 30 million yuan to set up a special fund for school development after the new school building was opened. The directors of both parties will approve and fund the improvement of Jinde Primary School and Confucius School premises.

However, neither agreement mentions that Jinde needs to pay rent for the use of Confucius Classrooms and facilities, nor does it state that the funds Jinde provided to Kong Shengtang will be returned to Confucius. On the contrary, seven classrooms were lost in the direct investment hole, the school building was reduced and the playground was shared with Jinde, but no rent was charged, becoming the "big loser" under the agreement.

Kong Zhong was lent a classroom to a private school of the same department for violation of regulations

Kong Zhong and the Bureau of Education held their own opinions on the incident. Kong Zhong claimed that there was a fee for lending the classroom, and the Education Bureau had no objection. The Education Bureau stated that it had requested Confucius to amend it, and solemnly reminded him to act according to the guidelines. Jinde returned the classroom and paid in February this year.

Kong Shengtang and Jinde Fund announced in April 2017 that they jointly established a private Jinde School. At that time, they mentioned the construction of a new school building in the private area of ​​Kongshengtang Middle School, but for various reasons, construction has not yet started. The Education Bureau and the Lands Department earlier responded to "Hong Kong 01" that they had never received an application to build a new school building in the relevant lot.

In August 2017, the

In the middle of 2019,
